After the deployment of 260 GPS tracking devices in garbage trucks, police cars, and other city owned vehicles over the last few years, the city of Grand Rapids recently suspended and warned various city workers.  The reported offenses mostly consist of taking longer than authorized breaks and driving company vehicles for personal use.  However, a few years back, a police officer was forced to resign after GPS data revealed that he or she was taking unauthorized breaks outside of his or her designated patrol area.

The city has recently begun installing GPS trackers on fire trucks with the goal of reducing the response times of some calls.  Based on data provided by GPS tracking software, dispatchers can easily select the truck in the best position to respond

The FiLIP

Just when Samsung is making James Bond-ish watches popular again, AT&T has announced it will release a GPS tracking equipped smartwatch for kids which will use geo-fencing to alert parents when a child leaves his or her predetermined safe zone, and will enable parents to see their child’s location at any time provided the child is wearing the tracker. Known as the FiLIP, the GPS tracking device for kids is also capable of voice communication with up to 5 numbers which are preprogrammed by parents.  There’s also a panic button that, when pressed for 3 seconds, will cause the device to begin dialing contact numbers.

China to Use GPS Tracking on Government Cars

In an effort to curb abuse by public officials, China will begin installing GPS tracking devices on thousands of government vehicles.  The move comes partly in response to criticism for supposed widespread corruption and flamboyant lifestyles among government officials.   Guangzhou, a city in southern China, took on a similar project for fleet tracking of government vehicles in 2011.  The city now reports that it saves more than $6 million dollars per year due to the GPS tracking systems.

A New Jersey man who installed a GPS jammer on his vehicle in hopes of outsmarting his bosses has instead been fined $32,000.  Turns out his GPS jamming device also interfered with the testing of GPS tracking systems on planes at an airport near his location.  GPS jammers (illegal in the United States) are devices which block GPS signals from being sent to or from a vehicle.

Teachers in one Texas school district will soon be receiving GPS tracking necklaces in an initiative aimed at improving school safety, according Dallas Observer blog.  According to the report, Carroll ISD teachers will receive GPS tracking devices equipped with panic buttons allowing them to more quickly summon help in the event of an emergency.  The district ordered 100 of the GPS trackers which are programmed to alert help with the location and a photo of the wearer when the emergency feature is activated.

This is a quick update to our previous post detailing the New York court decision to allow limited, but warrantless GPS tracking of government employees. In a dissenting opinion, the controversial decision has been called a “dangerous precedent”. The decision was made as a result of Cunningham vs. the New York Department of Labor, where a government employee was tracked on his off time for the purpose of investigation whether or not he was honestly reporting his time spent on the job. Government actions (employee GPS tracking) in this case were deemed unreasonable by the court.

Yesterday, the New York Daily News reported that New York’s top court has decided in favor of limited GPS tracking government employees.   But the decision to allow some use of tracking devices, related to a 2008 misconduct case against a Labor Department official, didn’t come without clarification of what the court considers to be overstepping employee privacy.  Drawing a fine line between acceptable and excessive, the court ruled that while the government can utilize vehicle tracking during hours they claim to be working, after hours and vacation time are off limits. With the court citing that employees have a “reasonable expectation” of privacy, and that government employers should exhaust other options before resorting to GPS tracking, the decision is considered significant in it’s challenge to the government’s previous stance that around-the-clock GPS tracking was acceptable.  Tell us what you think about this decision!
